It is already assigned to the U.S. Government who just happens to be the buyer of such products anyway. What it does do effectively is say "thanks" to the inventors and substantially reduce (one can never eliminate) the chances that anyone will ever file suit for infringement should they have gotten a patent on a similar device while secret development is/was done on this "invention." If you look at the prior art cited in this patent you will notice that several of those patents are also assigned to the U.S. Government.
